OREANDA-NEWS. May 13, 2013. After analysing the Moldelectrica state enterprise’s procurement contracts, the Agency for Energy Efficiency (ANRE) ascertained that the enterprise had intentionally avoided to procure goods and services directly from Moldovan producers or their representatives in Moldova, making purchases through intermediaries instead, which significantly had increased costs. The conclusions are included in a report on Moldelectrica’s economical-financial activity, which had been examined by the ANRE during a public meeting.

Most of these economic agents were interconnected, as they had common employees and decision factors as well as the same office and warehouse addresses. They delivered purchases to one another and used to participate in the same auctions and purchase contests.

An example in this respect would be the decision to replace the Vulcanesti 400 kV electric station, without consulting any previous feasibility study and having any approved projects or financial means. Out of the total amount of paid money worth 8.9 million lei, 3.7 millions had been transferred to an intermediary from Romania, and the other 5.2 million had been transferred to a Moldovan intermediary. In spite of the 12-month-warranty term of the equipment Moldelectrica had purchased in 2008, the works had been finished only in late 2012. An amount of 5.6 million lei, equal to 73 per cent of the purchased equipment’s total cost, was spent for these works.
