OREANDA-NEWS. May 17, 2013. The Decree of Cabinet of Ministers of Ukraine "On approval of State Target Program of Civil Service Development until 2016" has been approved at the Government’s sitting. It was drafted by the National Agency of Ukraine on Civil Service in pursuance of the Cabinet’s order dated on June 27, 2012 № 411-p "On Approval of the Concept of the State Target Program of the Civil Service until 2016" in order to improve organizational principles of public service, taking into account the competency approach and forming highly qualified staff of public service.

New wording of law Ukraine "On Civil Service" dated on November 17, 2011 № 4050-VI incorporates the use of competence-based approach to all processes of human resource management in the civil service. This approach, which is the basis of personnel policy of Great Britain, Austria, Canada, Netherlands, Germany, the USA, Australia, provides accounting knowledge, skills and personal qualities of the employee, help to realize the potential of professional practice.

State Target Program of Civil Service aimed at improving human resource management in the public service by:

1) the introduction of new mechanisms, standards and procedures for the management of human resources on the civil service:

1.1) the introduction of profiles of professional competence of civil service positions and the mechanism of their use during the competition to occupy vacant civil service positions, results of performance evaluation and promotion of civil servants;

1.2) securing of the communication between the results of evaluation of performance of civil servants and the subsequent passage of the civil service;

1.3) reform of the content of the service staff of public bodies and authorities of the Autonomous Republic of Crimea and their machineries, the enhancing their strategic role;

2) strengthening of the institutional capacity in the civil service i.e.:

2.1) scientific support of the civil service, the definition of methods and mechanisms for modernization of public services in accordance with standards and procedures of the European Union;

2.2) strengthening of the institutional capacity of staff of state bodies, bodies of the Autonomous Republic of Crimea and their machineries;

2.3) providing legal, consulting, technical, organizational and other assistance to public authorities, the authorities of the Autonomous Republic of Crimea and their machineries for civil service modernization and new principles of human resource management taking into account the international experience.

The State Target Program to be implemented in two stages (2013 – 2014 years and 2015 – 2016 years).
