OREANDA-NEWS. RTEC to Present "Safe City" System in Krasnoyarsk to Regional Top Officials of the Ministry of Internal Affairs of the Russian Federation 14.06.2013 Krasnoyarsk. 

A meeting of the board of the Russian Ministry of Internal Affairs was held in the city of Krasnoyarsk today.  The board discussed the deployment of the complex automated system (CAS) "Safe City" in the regional center.  The system, ordered by the administration of the Krasnoyarsk Region, was developed by the Russian Telecom Equipment Company (RTEC), part of the State Corporation Rostechnologii. 

At the meeting, top officials of the Ministry of Internal Affairs got acquainted with experience of their Krasnoyarsk colleagues in IT enhancement of the units responsible for public order and road safety. CAS "Safe City" is unique, because it is the first large-scale Russian IT system based on locally produced hardware and software. The system ensures efficient interaction of task forces, forecasting and prevention of incidents and criminal offenses. At present CAS "Safe City" includes about 500 surveillance cameras located in three districts of Krasnoyarsk. Currently, the system is operating as a pilot project.  In the near future it will cover all seven districts of the regional center with high-quality video surveillance facilities.

The intelligent core of the "Safe City" system is a command and control center which not only collects individual reports about incidents, and surveys the indicated locations with video cameras, but also sends to those locations the nearest police teams.  One of the peculiar features of CAS "Safe City" is a capability to install additional smart software which can automatically - without human interference - recognize criminal activities and alert the operators. It enables one police officer to control many surveillance cameras simultaneously. "The Safe City system includes several subsystems", said Eugeny Melnik, general director of RTEC.

"First of all, video surveillance of the streets which was previously performed by human operators is now carried out by smart software. Secondly, the system can instantly alert police task forces, units of the ministry of emergencies and other rapid reaction teams about contingencies in the streets of Krasnoyarsk. We also set up a decision support subsystem which enables municipal and regional authorities to provide efficient reactions to various emergency situations."
