OREANDA-NEWS. June 24, 2013. According to Minister of Economy and Budget Planning Yerbolat Dossayev, the document is aimed at ensuring budget balance, implementing the President's instructions on the division of powers between levels of state administration and infrastructure projects through the use of the earmarked transfer from the National Fund.

The draft resolution has been formed in accordance with the requirements of the Budget Code, including the redistribution of earmarked transfers to local executive bodies, and the list of priority public investment for 2013-2015.

In addition, the draft resolution contains a list of priority public investment included in the budget with a condition precedent for a total of 6.9 billion tenge in the current year, of which 5.1 billion tenge needed to address critical problems in Astana.

In this regard, the Prime Minister instructed the budget program administrator, governors of the regions, mayors of Astana and Almaty cities to take necessary measures for the timely disbursement of the budget funds.

Minister of Culture and Information M. Kul-Mukhammed told about the activities of the state opera and ballet theater "Astana Opera".

The construction of the theater "Astana Opera" began on the instruction of Kazakh President Nursultan Nazarbayev in 2010. The building area is 64,000 square meters. The audience hall has 1,250 seats, it has a horseshoe shape. Ground floor can accommodate up to 450 spectators and has a slope that provides good visibility to every viewer.

The building also has 8 additional halls, 11 rehearsal rooms, a chamber music hall with 250 seats, press rooms, and other functional rooms.

The new theater will open its season on June 21 with Mukan Tulebayev’s classical national opera "Birzhan and Sara" directed by Yuri Alexandrov.

"We aim to create a world-class theater," the Minister stressed.

Prime Minister Akhmetov noted that the President attached great importance to the development of the capital.

"The opening of the new theater "Astana Opera" will be a landmark event in the social and cultural life of the capital and whole country. The Government provides full support to this project," Akhmetov concluded.
