OREANDA-NEWS.  July 11, 2013. Stats-Secretary Andrey Tsarikovskiy, Deputy Head of the Federal Antimonopoly Service (FAS Russia), took part in the 58th session of the Economic Council of the Commonwealth of Independent States (the Economic Council).

The agenda covered the key issues related to the functioning of the Commonwealth of Independent States (on implementing the Economic Development Strategy of the Commonwealth of Independent States for the period up to 2020, the Treaty on the Free Trade Area of 18th October 2011, and the Interstate Programme for Innovative Cooperation of the CIS Member-States for the period up to 2020).

The Economic Council discussed the issue “On Assigning the Status of a Base Institution of the CIS Member-States for Professional Retraining and Advancing Qualification in Antimonopoly Regulation and Competition Policy to the “Resource-and-Training Centre of the Federal Antimonopoly Service” Federal State Autonomous Institution (the Russian Federation)”.

Upon a FAS initiative, the issue was submitted to the Interstate Council on Antimonopoly Policy (ICAP) for consideration.

Establishing the Resource-and-Training Centre, FAS intended to satisfy the needs for training specialists in the field of antimonopoly regulation and competition policy provided not only to officers of the antimonopoly bodies of the Russian Federation by also of the CIS member-states.

The status of the base institution of the CIS member-states once again will emphasize the intention of the antimonopoly bodies within the CIS to strengthen and develop cooperation, efficiency of which to a considerable extent depends on the level of qualification of antimonopoly officers.

Having discussed the issue of assigning the status of the base institution, members of the Economic Council forwarded it to the Council of the Heads of CIS Governments for consideration and decision-making.

FAS Resource-and-Training Centre was opened in September 2012 in Kazan at an international event - “Russian Competition Day”.

The Centre adheres to the best international standards; training is based on modern innovative educational and training technologies (modularity, active methods: business games and role-playing, situation modeling, topical discussions, etc.)and is provided by highly qualified lecturers, representatives of FAS Russia that have gained teaching experience in the leading national universities as well as foreign experts.
