OREANDA-NEWS.  July 19, 2013. The Government of the Russian Federation passed a Decree providing for technological connection of physical persons (the receiver capacity – up to 15 kW, and the connected facility is the only place of residence of an applicant) before and during the XXII Winter Olympic Games and the XI Winter Paralympics Games 2014 in Sochi, abolishing the current moratorium for this group of consumers.

The draft Decree of the Government of the Russian Federation was devised by the Ministry of Energy jointly with the Federal Antimonopoly Service (FAS Russia) to protect the rights of electric power consumers in Sochi.

On 9th July 2012 amendments were introduced to the Decree of the Government of the Russian Federation “On approving the Regulations on specifics of providing technological conditions, determining the fee for technological connection and specifics of technological connection of the receivers of electric power consumers to power supply network facilities in Sochi resort town municipality during organization of the XXII Winter Olympic Games and the XI Winter Paralympics Games 2014”. The Decree allowed network organizations in Sochi to postpone concluding contracts on new applications for technological connection till the Olympic Games are over. FAS and the Commission for technological connection of the receivers of electric power consumers to power supply network facilities in Sochi resort town municipality during organization of the XXII Winter Olympic Games and the XI Winter Paralympics Games 2014 (the Commission) received more than 750 complaints and petitions from physical persons and legal entities regarding the situation.

The Commission was formed under No. 341 Decree of the Government of the Russian Federation of 15th May 2010 to guarantee technological connection of Olympic facilities to power supply network facilities. The Commission comprises representatives of FAS, the Federal Tariff Service, the Ministry of Energy, “Olympstroi” State-Run Company as well as representatives of “Steering Committee – Sochi 2014” Autonomous Non-Commercial Organization and Sochi Town Authority.

The main task of the Commission is to promptly consider unregulated disputes between network organizations and applicants emerging in the course of technological connection.
