OREANDA-NEWS. July 22, 2013. "Project of City belt road around Kyiv from Stolychne motorway (Capital motorway) to highway M-03 Kyiv-Kharkiv-Dovzhansky on the area Kyiv-Boryspil will be implemented on a public-private partnership, including concessions.

This is stated in the Resolution, which has been taken today at a meeting of the Cabinet, vice Prime Minister of Ukraine Olexandr Vilkul said. This is the first infrastructure project in Ukraine, which will be realized with the best European practices on public-private partnership (PPP)".

He noted that the development of transport infrastructure on condition of concession is one of the most effective tools. It has particular importance in Central and Eastern Europe. "About 30% of investment in infrastructure is being curried due to PPP", Olexandr Vilkul said.

The project of building of the City belt road around Kyiv is a strategic infrastructure project that will increase traffic, including logistic potential of the city. In addition, the construction of the city belt road around Kyiv is a pilot project. If it is implemented, it will be possible to spread this successful experience in the whole industry.

"The new belt road will pass dozens of thousands of traffic every day," Olexandr Vilkul said.

The resolution, which was adopted by the Cabinet of Ministers, approves a preliminary feasibility study of the project.

It is also arranged to provide the State Agency for Investment and National projects with powers to hold the competition of a concession for the construction of the belt road, to sign the concession contract and the obligations on it. According to the resolution belt road will be included in the list of state property, which can be given in concession. The project is planed to implement by 2017.

The State Agency for Investment and National projects is set within 6 months to send on the government approval the feasibility study of the project of construction of the road, which will take into account the specific technical solutions, the amount and sources of funding, as well as specific measures for its implementation.
