OREANDA-NEWS. July 26, 2013. The Federal Antimonopoly Service (FAS Russia) initiated a case on violating the antimonopoly law against “Mine Rescue Brigade” Federal State Unitary Enterprise upon signs of abusing market dominance (in breach of Part 1 Article 10 of the Federal Law “On Protection of Competition”).

“Mine Rescue Brigade” Federal State Unitary Enterprise reports to the Ministry of Emergencies and provides mine-rescue services on a contractual basis to the organizations involved in mining and other types of works on hazardous production facilities of coal, mining, metallurgical industries and underground construction.

Under the Uniform Safety Regulations for development of ore, non-metallic and placer deposits of mineral resources by underground technique, organizations involved in such activities must enter into contracts with mine rescue brigades for search-and-rescue services.

At the end of 2012, “Mine Rescue Brigade” informed the services organizations on increasing the costs of servicing hazardous facilities in 2013 by 15-150 % in comparison with 2012. At the same time, “Mine Rescue Brigade” did not present any estimates confirming the increased costs were justified.

Thus FAS suspects that actions of “Mine Rescue Brigade” have signs of violating the Federal Law “On Protection of Competition”.
