OREANDA-NEWS. July 29, 2013. A scheduled inspection carried out by the Federal Antimonopoly Service (FAS Russia) revealed that the “Federal Passenger Company” (“FPK” OJSC) violated the antimonopoly law.

For instance, FAS established that “FPK” OJSC used multiplying coefficients for “deluxe” trains, imposing agreements for transportation in economy (sitting) cars of long-distance passenger trains, the rates for which are regulated by the government under No. 156-t/1 FAS Order of 27th July 2010 (Clause 3 Part 1 Article 10 of the Federal Law “On Protection of Competition”).

Routes: Moscow – Cheboksary (No.054G train), Moscow – Stary Oskol (No. 057V), Cheboksary – St Petersburg (No.103J), Moscow – Sharia (No.260Ya; to the following intermediary stations: Kazarinivo, Krasilnikovo, Loparevo, Nomzha, Elensky, Brantovka, Kostrikha), Moscow – Ioshkar Ola (No. 058G), Astrakhan – St Petersburg (No. 109Zh), Izhevsk – Moscow (No. 025G), Priobie – Moscow (No.084Е/084М), Yekaterinburg – Kislovodsk (No. 307Е/307С),and Moscow – Voronezh (No.046V; in coaches).

The company was also forcing passengers to buy additional services offered in enhanced comfort cars when they entered into transportation agreements buying travel tickets for the enhanced service cars of long-distance trains (Clause 3 Part 1 Article 10 of the Federal Law “On Protection of Competition”).

“FPK” OJSC refused to conclude transportation agreements (sell travel tickets from railway yards and turnaround stations to intermediate stations from 45 days before the train departure. Clause 5 Part 1 Article 10 of the Federal Law “On Protection of Competition”): No.347Zh train – “St Petersburg - Ufa” and No.116С “Adler - St Petersburg”.

FAS warned “FPK” OJSC to stop the violations by 16th August 2013.

If the company fails to execute the warnings within the designated period, FAS will initiate a case on antimonopoly violation.
