OREANDA-NEWS. Irina Bulgakova has become the Head of the Municipal Projects Directorate of the Bank of Moscow. The purpose of opening a new division in the Bank is to expand the Bank’s business in regions in the following directions: financing of major regional infrastructure projects including the use of public/private partnership mechanisms, organisation of payments for communal services in the regions, financing of regional major house repairs operators, financing of housing and utility projects in the regions such as power saving projects.

Irina Bulgakova is a leading expert in the sphere of development and financing housing and utility services in Russia.

She was born in 1962 in Borispol (Ukraine). In 1985 she graduated from Kiev Polytechnical specialising in heat and nuclear power station steam generator building, in 2004 she finished the Russian State Service Academy of the President of the Russian Federation specialising in state and municipal management qualifying as an economist, in 2006 she attended the post-graduate courses of the Russian State Service Academy of the President of the Russian Federation. She is a Doctor of Philosophy with her Ph.D. thesis being devoted to the "Managing the Developing Housing and Utility Services in the Northern Regions".

She is an expert of the Skolkovo Fund Power Efficiency Cluster and the President of the National Housing Congress, a self-governing organisation of managing companies. She is also a member of the working groups of the Housing and Communal Services Policy Committee of the State Duma of the Russian Federation.

In 2009-2012 she headed the Housing and Utility Services Department of the RF Ministry of Regional Development and from August 2012 she occupied the position of the Deputy Head of the Federal Construction and Housing Agency.
