OREANDA-NEWS. August 20, 2013. The Ministry of Transport of the Russian Federation informed the Federal Antimonopoly Service (FAS Russia) on preparing amendments to the Procedures for establishing a network of regular bus routes between the constituent territories of the Russian Federation.

In July 2013, the Antimonopoly Service sent a recommendation letter to the Ministry of Transport to exclude “Russian Motor Transport Union” Non-Governmental Organization from establishing a network of regular bus routes between the constituent territories of the Russian Federation. In the letter FAS pointed out that engaging a non-governmental organization in the government function for establishing a network of regular bus routes between the constituent territories of the Russian Federation had signs of violating Article 15 of the Law “On Protection of Competition”.

Currently the Ministry of Transport is working on a draft document in line with FAS recommendations.

Article 15 of No.135-FZ Federal Law “On Protection of Competition” prohibits competition-restricting acts and actions (omissions) by federal executive bodies, the authorities of the constituent territories of the Russian Federation, local self-government bodies, other bodies and organizations exercising the functions of the above bodies, organizations taking part in rendering state or municipal services as well as state extra-budgetary funds, the Central Bank of the Russian Federation.
