OREANDA-NEWS. September 09, 2013. The Federal Antimonopoly Service (FAS Russia) initiated a case upon signs of violating Article 15 of the Federal Law “On Protection of Competition” by the Governor of the Perm region and upon signs of violating Article 16 of the Federal Law “On Protection of Competition” by the Governor of the Perm region, “Perm” international airport” OJSC and “Koltsovo-Invest” OJSC.

Investigating the case, FAS will verify compliance with the antimonopoly law in the course of implementing an investment project for construction a new air-terminal complex - “Perm” international airport (“Bolshoe Savino”).

According to the information of the antimonopoly authority, on 20th December 2012 the Governor of the Perm region, Viktor Basargin instructed “Perm Airlines” State Regional Unitary Enterprise to select potential investments for constructing the new air-terminal complex - “Perm” international airport (“Bolshoe Savino”). Based upon the results, “Koltsovo-Invest” OJSC was recommended to the Government of the Perm region as a possible investor. On 25th April 2013, the Perm region, “Perm” international airport” OJSC (former “Perm Airlines” State Regional Unitary Enterprise) and “Koltsovo-Invest” OJSC signed an investment memorandum.

“The FAS Commission on investigating the antimonopoly case will have to evaluate legitimacy of the actions of the authorities of the Perm region on managing state property and inspect actions of the parties to the memorandum in terms of compliance with the antimonopoly law”, said Deputy Head of FAS Alexander Kinev.
