OREANDA-NEWS. September 17, 2013. A study tour to Malaysia and Mongolia was held for Kyrgyz MPs, officials and business association leaders.

The International Business Council (IBC) and the Public Association “Public-Private Partnership Support” (PPPS) organized the tour in the frame of project: “Towards designing a roadmap for a 20-year national economic development strategy of the Kyrgyz Republic” implemented by a Consortium consisting of IBC and PPPS and funded by the USAID Local Development Program.

The study tour team included Jogorku Kenesh deputies, representatives of the President’s Administration, Prime Minister’s Administration, Ministry of Economy of the Kyrgyz Republic, and public and business associations. The tour participants travelled to the two countries to observe, discuss, and study the experience, lessons and best practices applied in the implementation of the national economic development strategies within the two countries.
 
“Both Malaysia and Mongolia are among rapidly growing Asian economies that follow the same democratic ideologies that Kyrgyzstan aspires to achieve,” said IBC Executive Director Aktilek Tungatarov. “The Consortium developed a matrix for 11 factors such as exemplary economic policy, successful long term economic strategy development and implementation, recent strong economic grown, and others. While Malaysia scored well on all chosen factors, Mongolia was chosen due to the rapidly developing agricultural and mining sectors and historic similarities”.

In Malaysia, the Kyrgyz delegation visited the Ministry of International Trade and Industry, the Malaysian Anti-Corruption Commission (MACC), the Malaysian Administrative Modernization and Management Planning Unit (MAMPU), Malaysian Institute of Economic Research (MIER), Bursa Malaysia, the Malaysian Investment Development Authority (MIDA), and other agencies and organizations involved in development of economic development strategies.

In Mongolia, the study tour participants met with members of the Mongolian Parliament, Ministry of Economic Development, Ministry of Finance, Mongolian National Mining Association, Business Council of Mongolia, EBI Think-Tank Institute, and Bank of Mongolia.

Deputy Chief of Party of the USAID Local Development Program, Chynara Arapova, concluded: “The study tour helped the delegation gain some specific insights into long term strategy development, implementation and monitoring and evaluation processes. By the end of the study tour, participants gained awareness of the mechanism and the importance of communication with various stakeholders in strategy development. Participants will also develop recommendations that will be incorporated into the future national economic development strategies.”
