OREANDA-NEWS. 13 September 2013 was the deadline for accepting price bids for competitive capacity take-offs for 2014, preliminary results of which are published at the web-site of “SO UES” OJSC.

Capacity take-offs for 2014 took place in 21 free power transfer zones; in five of them (Siberia, Centre, Urals, Volga and Vyatka) no maximum prices were set. In other 16 free power transfer zones capacity prices formed at the level of maximum prices – 133,000 Rub/MW for the First price zone of the wholesale market and 144,000 Rub/MW for the Second price zone.

Preliminary results showed that the lowest price was in Siberia free power transfer zone – 97,000 Rub/MW, the highest – the Urals free power transfer zone – 140 Rub/MW.

The final results of competitive capacity take-off will be ready no later than 15 working days after the preliminary results were published. During this period FAS shall analyze whether there are signs of price manipulation and whether price bids meet additional requirements issued earlier by the antimonopoly body to the price bids filed by capacity suppliers to take part in competitive capacity take-off.

Under Clause 110 of the Rules for the wholesale market of electric power and capacity, if a price bid with regard to a generating facility does not meet additional requirements introduced by the federal antimonopoly body, capacity of such a facility is considered as not selected at this competitive capacity take-off.
