OREANDA-NEWS. September 25, 2013. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Ministry of Industry and Trade upon signs of restricting competition and creating advantageous conditions for a bidder.

According to FAS, in 2012 the “Federal Centre for Assisting Industrial Development” Federal Budgetary Organization subordinate to the Ministry won a tender for a government contracts to carry out works on “Organizational-and-Technical and Information Support of the Federal Target Programme for “Developing Pharmaceutical and Medical Industry in the Russian Federation for the period of up to 2020 and Further Prospective Period”. The bid filed by the centre to take part in the tender indicated “International Research Institute for Modern Technologies” CJSC as a co-executor of the tender works.

In March 2013 the Ministry of Industry and Trade was the ordering party ay the tender for the government contracts for carrying out Research-and-Development works under the Federal Target Programme for “Developing Pharmaceutical and Medical Industry in the Russian Federation for the period of up to 2020 and Further Prospective Period”. The winner was “International Research Institute for Modern Technologies” CJSC (“MNIIST” CJSC).

In the FAS opinion, the Ministry pronouncing “MNIIST” CJSC the tender winner after last year “MNIIST” CJSC took part in information support of the Federal Target Programme for “Developing Pharmaceutical and Medical Industry in the Russian Federation for the period of up to 2020 and Further Prospective Period”, has sings of restricting competition by the federal executive body (in breach of Part 1 Article 15 of the Federal Law “On Protection of Competition”) and creating advantageous conditions for a bidder, particularly by granting access to information (in breach of Clause 2 Part 1 Article 17 the Federal Law “On Protection of Competition”).

The case is scheduled on 11th October 2013.
