OREANDA-NEWS. September 26, 2013. The Government of the Republic of Bashkortostan executed a determination of the Federal Antimonopoly Service (FAS Russia) to eliminate violations of the antimonopoly law on a case on restricting competition in the course of granting plots of land for constructing social residential houses.

A new order of the regional Government abolished the previous one, according to which land was given to socially-oriented non-commercial organizations free-of-charge and without competitive bidding. These organizations were formed by state unitary enterprises of Bashkortostan.

On 25th December 2012, the FAS Commission found that the Government of the Republic of Bashkortostan violated Part 1 Article 15 of the Federal Law “On Protection of Competition” (competition-restricting actions by the authorities) and issued a determination to eliminate the violations.

The determination is executed and legitimacy of FAS actions is confirmed by two Courts.

“Affordable social housing is a priority task for the State, which must be achieved under competitive conditions and FAS cannot allow the opposite”, pointed out the Head of FAS Department for Control over Housing & Utilities, Construction and Natural Resources, Vadim Solovyov.
