OREANDA-NEWS. September 26, 2013. Perm Regional Arbitration Court allowed a claim of the Office of the Federal Antimonopoly Service in the Perm region (Perm OFAS Russia) to terminate a 2007 contract between “TGK-9” OJSC and “Perm Network Company” (PSK) Ltd. for buying-and-selling heating power.

As a result of the contract concluded in 2007 between “TGK-9” OJSC and “PSK”, utility rates for heating and hot water supply increased for more than 567,000 Perm residents.

In 2009 Perm OFAS Russia investigated a case against the above companies and found them violating the antimonopoly law. OFAS issued determinations to the companies to return to the previous heating supply scheme, under which consumers concluded heating supply contracts directly with heating companies.

In 2012 the antimonopoly body obtained irrefutable evidence that the companies had failed to execute the determinations, and filed a claim to terminate the contract between “TGK-9” OJSC and “PSK” for buying-and-selling heating power.

“In the Perm region the issue of legitimacy of housing and utilities rates is in many aspects unresolved. By filing the claim we expressed our position with regard to the existing scheme of heating supply in Perm and the Court supported us. Many consumers of heating power positively reacted to the judgment. However, our opponents already stated that they would appeal the Court judgment so the line is not drawn up on this case”, pointed out Acting Head of Perm OFAS Russia, Anton Udaliev.
