OREANDA-NEWS.  September 30, 2013. The Federal Antimonopoly Service (FAS Russia) received a letter from the Ministry of Defence of the Russian Federation on making changes to the its Order of 30th March 2013.

Earlier FAS received a petition about signs of violating the antimonopoly law by the Ministry of Defence, which issued instructions that mandatory medical examinations of civil personnel must be completed only at state or municipal health care institutions.

The law of the Russian Federation does not specify such restrictions.

The Ministry of Defence voluntarily introduced changes to the Order excluding the provisions that were contrary to the antimonopoly law of the Russian Federation.

Article 15 of the Federal Law “On Protection of Competition” prohibits federal executive bodies to pass acts and (or) exercise actions (omissions) that lead or can lead to preventing, restricting, eliminating competition, in particular, prohibits creating discriminatory conditions.
