OREANDA-NEWS. October 10, 2013. Due to the beginning of the cold season and several Russian provinces moving to use of interseasonal and winter diesel fuel, and due to demand for these products exceeding supply, the Federal Antimonopoly Service (FAS Russia) has recommended “LUKOIL” OJSC, “Gazprom” OJSC, “Gazprom Neft” OJSC, “Surgitneftegaz” OJSC, “Alliance” ANK” OJSC, and “Bashneft” ANK” OJSC to immediately start selling interseasonal and winter diesel fuel.

The Recommendations are issued to prevent artificial shortage on the market of interseasonal and winter diesel fuel and monopolistically high prices.

The Head of FAS Department for Control over Fuel-and-Energy Complex, Dmitry Makhonin, commented that “companies must sell products through exchange trading observing the criteria of regularity and evenness, approved by a decree of the Government of the Russian Federation, in the volumes that meet the demand. They also must ensure non-discriminatory conditions for the methods of delivery by railway transport as well as by the main pipelines”.
