OREANDA-NEWS. The Federal Antimonopoly Service (FAS Russia) issued a warning to the Director of “Mosenergosbyt” OJSC on customer relations, V. Boitsov, not to exercise actions that can lead to violating the antimonopoly law, and consequently infringing the interests of the residents of the houses built by “SU-155” CJSC in Odintsovo, Dolgoprudny and Krasnogorsk.

On 3rd October 2010, “Mosenergosbyt” OJSC published a notice on the company's official web-site about expected restriction of power supply on 10 and 11 October 2013 of several facilities for construction mechanization of “SU-155” CJSC because trough a long period of time a construction company - “SU-155” CJSC did not fully honour its financial obligations under the power supply contracts of construction mechanization facilities owned by the company to the provider of last resort - “Mosenergosbyt” OJSC. As a result, considerable debt was accumulated for the consumed electric power.

To avoid further increase of the debt, “Mosenergosbyt” OJSC was forced to apply sanctions on power consumption restrictions to the non-payer.

At the same time, FAS established that restricting power supply to several facilities for construction mechanization of “SU-155” CJSC would restrict power supply to the apartment houses built by “SU-155” CJSC in Odintsovo, Dolgoprudny and Krasnogorsk, whose residents timely pay for the consumed electric power.

After the statement was published, on 7th October 2013 FAS received over 80 petitions from residents of the new houses in Odintsovo built by “SU-155” CJSC.

“Such actions of “Mosenergosbyt” OJSC is a public statement on a planned conduct on the market and can lead to violating Article 10 of the Federal Law “On Protection of Competition” in the part of economically or technologically unjustified reduction or terminating electric power transmission”, thinks the Head of FAS Department for Control over Electric Power Industry, Vitaly Korolyov.
