OREANDA-NEWS. Companies of EuroSibEnergo Group were issued with certificates of readiness for maximum loads for the 2013-2014 autumn and winter period.

Thus, after the inspection conducted at Irkutskenergo's branches by specialists from EMERCOM, the Pribaikalsk Administration of the Federal Service for Ecological, Technological and Nuclear Supervision and the UDCC Siberia Branch of OJSC SO UES (Irkutsk Regional Dispatch Control Center), representatives of the Ministry of Housing, Energy and Transport of the Irkutsk Region and by the services of the executive board, on October 23, Irkutskenergo and its branches were issued with certificates of readiness for maximum loads for the 2013-2014 autumn and winter period. OJSC Irkutskenergo's certificate of readiness for the 2013-2014 autumn and winter period was signed by Alexey Korshunov, the Deputy Director of the Department of Operational Control and Management in the Power Industry of the Ministry of Energy of the Russian Federation. Overall, about RUB 5 bln was allocated for the 2013 program of repairs of main and auxiliary equipment, heating networks, buildings and structures. As of the end of October 2013, fuel inventories at OJSC Irkutskenergo's CHPPs totaled 3.518 mln tons of coal and 5,657 tons of fuel oil.

On October 18, OJSC EnSer was issued with a certificate of readiness for the 2013-2014 autumn and winter heating season. The document was signed based on positive findings of representatives of the Administration of the Miass City District, the local Civil Defense and Emergency Situations Department and the representatives of the Urals Administration of the Federal Service for Ecological, Technological and Nuclear Supervision (Rostekhnadzor) in the Chelyabinsk Region. Scheduled measures were taken as part of preparing the CHPPs for the winter period. These included technical inspection, diagnostics and tests of the CHPP equipment, repairs to buildings and structures, and preparing fuel inventories. Readiness of security systems and automated equipment, communications, dispatch control and UPS systems, as well as the readiness of hydraulic and mechanical equipment for operation in low temperatures was checked. Training in emergency response activities was conducted. Additional occupational, industrial and fire safety control was organized.

On October 9, OJSC Krasnoyarsk HPP was issued with a certificate of readiness for the 2013-2014 autumn and winter period. The document signed by the Deputy Minister of Energy Andrey Cherezov was issued based on the decision of the commission and the relevant inspection certificate. The commission assessing the readiness of the Krasnoyarskaya HPP for the winter period included specialists from the Russian Ministry of Energy, EMERCOM, the Yenisei Administration of the Federal Service for Ecological, Technological and Nuclear Supervision, the UDCC Siberia Branch of OJSC SO UES (Krasnoyarsk Regional Dispatch Control Center) and the Ministry of Energy and Public Utilities of the Krasnoyarsk Territory. The program of repairs of main and auxiliary equipment, buildings and structures of the Krasnoyarskaya HPP was fully implemented. All HPP equipment and systems were prepared, and hydroelectric units, power transformers and 200 kV and 500 kV outdoor switchgears underwent major and current repairs.

On October 24, the Avtozavodskaya CHPP was issued with a certificate of readiness for the 2013-2014 autumn and winter period. The inspection was conducted by specialists from the Russian Ministry of Energy, the Volga-Oka Administration of Rostekhnadzor, the Power Generation and Supply Department of the Ministry of Housing and Public Utilities and Fuel and Energy Complex of the Nizhny Novgorod Region and the Nizhny Novgorod Regional Dispatch Control Center. During the preparation for the 2013-2014 heating season, repairs were carried out at the Avtozavoskaya CHPP, which included a series of maintenance and repair works: current repairs were carried out to seven turbine units, the hot water supply system, a water make-up unit within the heating network, pumps, heaters, pipelines and valves. The most considerable works also included current repairs at six power boilers and ten water-heating boilers and repairs at fuel oil facilities. The repairs were carried out in full in accordance with approved annual schedules for repairing the main and auxiliary equipment at the Avtozavodskaya CHPP. Preparation included complete technical inspection, diagnostics and tests of the CHPP's equipment, communication and dispatch control systems. To operate at extremely low temperatures, the necessary amount of materials and instruments has been supplied to the Avtozavodskaya CHPP; besides, fuel oil facilities of the plant have been prepared for accepting and unloading raw materials. In 2013 RUB 214 mln has been allocated for repairs at the Avtozavodskaya CHPP, which fully complies with the plan approved earlier. This includes RUB 117 mln allocated for repairing power generation equipment, RUB 85 mln for purchasing materials and spare parts and RUB 10 mln spent on repairing buildings and structures.
