The moderately high capital adequacy and the Bank's good loan portfolio quality (as of October 1, 2013, the past-due loan portfolio came to 0.2%) support the Bank rating. High loan security ratios, a good balance of assets and liabilities, by their maturities, in the short-term and low currency risks also had a positive impact on the rating.

High concentration of active transactions on the major credit risk items was highlighted as the key rating-restraining factor: as of October 1, 2013, the ratio of major credit risks to assets minus provisions came to 56.2%. The insufficiently conservative provisioning policy and the imbalance of assets and liabilities, by their maturities, in the long-term were also regarded as the rating-restraining factors.
