OREANDA-NEWS. November 12, 2013. The Office of the Federal Antimonopoly Service in the Leningrad region (Leningrad OFAS Russia) issued two determinations to impose fines upon “Lenenergo” OJSC for breaching the statutory period for technological connection to electric power networks.

Two physical persons complained to Leningrad OFAS Russia that they had filed applications to “Lenenergo” OJSC in April 2013 but the network company had given contracts for connection to electric power networks only at end of August 2013.

Thus, it took 4 months and 25 days instead of the statutory 30 days for the network organization from receiving the application to forwarding the draft contract.

The monopolist committed similar violations several time this year, so OFAS imposed two administrative fines – 600,000 RUB for each applicant (Part 2 Article 9.21 of the Code of the Russian Federation on Administrative Violations).

Under Clause 15 of the Rules of technological connection to electric power networks (of the version in force at the time of filing the applications), a network organization must forward two copies of a filled-in and signed draft contract to an applicant for signing and technical conditions, as an integral appendix to the contract, within 30 days upon receiving the application.
