OREANDA-NEWS.  November 13, 2013. It is relatively new concept in our country, but already now Ukrainians increasingly enter global market of innovative technologies with successful projects.

According to the Chairman of the State Agency on Science, Innovations and Informatization Volodymyr Semynozhenko, 2012 year was a landmark for the segment.

Now, Ukrainian startups in the IT industry have very good chances to quickly find an investor. It is promoted by a high level of training of national specialists and the relatively low cost of the services provide by them. According to the State Agency on Science, Innovations and Informatization, the volume of foreign direct investments into the Ukrainian ICT sphere as of July 1 2013 totaled USD 2.047 billion, for 6 months foreign investments into this sector increased by 2.7% (USD 53 million).

As Volodymyr Semynozhenko noted that the majority of startups focused in Kyiv it is clear, but such "distribution of productive forces" can not satisfy us. "We must strive for a more or less equal development of all regions of Ukraine. Our cities have powerful schools and traditions - they must be used. This can be achieved, in particular by providing state support," he said. According to him, along with this there is another problem - the low level of understanding in the regions, what is a startup, venture business, etc. The barrier is also a lack of infrastructure that encourages business development, experience after all. Addressing these problems requires an integrated approach.

The state's role in this process can not be reassessed, the Chairman of the State Agency on Science, Innovations and Informatization, because it sets the rules and provides conditions. Because of its objectives should be in minimizing of possible the risks for business due to financial support of innovative startups, providing tax and customs privileges and more.

He recalled that in Ukraine early last year a State Innovation non-bank financial institution "The Fund for Support of Small Business Innovation" was set up, which referred to the management of the State Agency on Science, Innovations and Informatization. Its main objective is to conduct competitive bidding and providing financial support for innovative projects at before contest stages.

One of the examples of supporting startups in Ukraine is the signing at the beginning of 2013 a Memorandum of Partnership between the State Agency on Science, Innovations and Informatization of Ukraine, IBM and Exchange of Investments Projects “startup.ua”. Cooperation concerns the development of eco-innovative businesses in Ukraine. The first step was the launch of a joint program of the IBM Global Entrepreneur Program in Ukraine.

In order to stimulate the creation of startups in Ukraine, State Agency on Science, Innovations and Informatization conducts extensive informational campaign, the promotional work.

Volodymyr Semynozhenko said that ICT is recognized as a priority for economic development. In addition, in the Report of Innovation Development of Ukraine, which is prepared by UNECE, our state is recommended, inter alia, to develop a venture business, put in place mechanisms for public-private partnerships in science, technology and innovation , and establish government support for innovative companies (startups).
