For reference:

The KazSat-3 telecommunications satellite is being built in the interest of the Republic of Kazakhstan. Based on the unpressurized middle-class Express-1000HTA platform, it will accommodate 28 Ku-band transponders to provide coverage of the Kazakhstan's territory. The satellite is designed to carry out its mission in orbit for 15 years. It is due to launch together with the data-relay spacecraft Loutch-5V aboard a Proton-M/Breeze-M rocket in early 2014.
