OREANDA-NEWS. November 18, 2013. To increase efficiency of government control over compliance with the antimonopoly law of the Russian Federation and developing competition in the construction industry, the Federal Antimonopoly Service (FAS Russia) is organizing the Expert Council for developing competition in construction.

The Expert Council will comprise FAS experts, representatives of other federal executive bodies, the authorities of the constituent territories of the Russian Federation, academic and planning-and-surveying organizations, representatives of associations and unions of economic entities involved in construction, and independent experts.

The main objectives of the Expert Council are:

Devising and expert examination of draft legislative and other regulatory acts in antimonopoly regulation of construction

Drafting recommendations for improving state regulation over the construction industry

Analyzing competitive environment and drafting proposals for developing competition in the construction industry

Analyzing whether regulatory acts and actions of federal executive bodies, the authorities of the constituent territories of the Russian Federation and local self-government bodies comply with the antimonopoly law

Devising recommendations for coordinating actions of the federal antimonopoly body and federal executive bodies regulating the construction industry

Preparing guidelines, analytical and information materials in the field of antimonopoly regulation over construction industry.
