OREANDA-NEWS. The new 209-km speedway includes over 100 complex engineering structures.

Mostotrest has won the right, in an open competitive bidding process, to close a long-term investment agreement for the construction, maintenance, overhaul and operations on a paid basis of the sixth section (km 334 - km 543) of the M-11 “Moscow - St. Petersburg” speedway in Tver and Novgorod Regions (first construction phase). As part of the project, the company's specialists will face compressed timeframes to build 209 km of the new road, including 44 bridges, 63 flyovers and 6 complex transport interchanges and other engineering structures.

The tender for the right to sign the long-term investment agreement for the construction, maintenance, overhaul and operations on a paid basis of the Moscow - St. Petersburg speedway on the section 334 km - 543 km was announced by state-run Avtodor on 2 September 2013. Mostotrest emerged as the clear winner following an assessment of participants guided by several criteria, including: prior experience, organizational and technological proposals for project implementation, participant qualifications, and building costs the object of agreement. The signing of the long-term investment agreement between state-owned Avtodor and the competition winner will take place no later than 13 December 2013.

The project will be delivered under a long-term investment agreement, which shall run for 26 years. The value of the contract at the construction phase is RUB144.6 billion (including VAT). The project envisions a RUB16.0 billion (including VAT) investment from the contractor, which will be repaid during the operation phase in accordance with the approved schedule. The period of construction operations under the investment agreement is 2014-2018.

By spring 2018, Mostotrest specialists will be required to complete construction of the new four-lane section, of category IA, with a 6-metre separation lane. The designated speed of traffic is up to 150 km/h. Under the terms of the project, the 209-km section will include 44 bridges with a total length of more than 4 km; 63 flyovers with total length of about 4 km, including 22 flyovers over the roadway and 9 - as part of transport interchanges; 6 complex transport interchanges (including off-ramps, turnabouts and clover interchanges) at the intersections with motorways “Kuzhenkino-Bologoe”, “Dolgie Borody-Uglovka”, “Krestsy-Okulovka-Borovichi”, “Novoselitsy-Paporotno” and M-10 “Russia” at 329 km and 545 km. The contractor's responsibilities also include construction of toll collection points and installation of related equipment.

After construction is completed, Mostotrest will be responsible for a period of 22 years for maintaining the said motorway section, toll collection technology and automated traffic control system.

“This project is the most challenging integrated project in Russia's roadway industry”, noted Vladimir Vlasov, general director of Mostotrest. “The section will be a part of the new M-11 “Moscow - St. Petersburg” highway, currently under construction, connecting the country's two largest population centres, being integrated with the international system of transport corridors. This is a unique project, because we are supposed to build a new highway with numerous infrastructure facilities in compliance with the European road construction standards and on a very tight schedule.

To implement such a contract package, it requires of the contractor that it has top qualified specialists in both bridge building and highway construction, a broad range of technical facilities, and extensive project administration experience. These stipulations together with the size of the contract, has made the project especially attractive for Mostotrest. Furthermore, as of today, the company has deployed major production facilities into the anticipated construction area - our specialists are building a bypass around Vyshny Volochok - which will save us relocation costs and enable us to deploy production facilities onto the new site, quickly enough to meet the quality requirements and the deadline of the new high-profile complex project.”

The specialists at Mostotrest are presently ahead of schedule on the construction of the Vyshny Volochok bypass, another part of the M-11 “Moscow-St Petersburg” speedway. The Vyshny Volochok bypass involves the construction of a new 72-km roadway, including 54 manmade structures, specifically 40 flyovers, 14 bridges and two multi-level transport interchanges at the intersection with the existing M-10 Moscow - St. Petersburg route (start and end of the bypass).
