OREANDA-NEWS. November 20, 2013. The SORAINEN Public Procurement Practice is further strengthened by the arrival of Kadri Harginen. For four years Kadri worked in the department of public procurement and state aid of the Estonian Ministry of Finance being responsible for amendments to the Public Procurement Act in 2010 and 2011.

Kadri will mainly focus on advising contracting authorities. In 2009-2012 in the department of public procurement and state aid of the Estonian Ministry of Finance she was responsible for law-making and policy development in the field of public procurement. Her duties also included advising contracting authorities and tenderers, as well as training in the field of public procurement for judges, state institutions and local authorities.

Kadri has also worked as a procurement specialist in the Estonian Rescue Board and Ministry of Interior, where her responsibility was organising public procurement tendering procedures (preparation, procedure and contract awards). She was responsible for procuring a multifunctional coastguard ship, a coastguard helicopter and rescue equipment.
