OREANDA-NEWS. A round table discussion was held today at the Krai Administration building in Perm to discuss "Supporting the participants of government contracts through the contractual system", dedicated to the Federal Law that will enter into effect on January 1, 2014, № 44-FZ. The discussion resulted in the participants approving the idea of creating a Unified Centre for Supporting the Contractual System (UCSCS), which will be located in the Perm Krai.

The round table discussion included: Alexander Yastrib, First Deputy of the President-Chairman of the Board at the Bank of Moscow; Oleg Demchenko, Deputy Chairman of the Perm Krai Administration; Vladimir Strashko, Vice-President of the Chamber of Commerce and Industry of the Russian Federation; Anton Emelyanov, General Director of the Unified Electronic Trading Facility; representatives from the Perm office of the Chamber of Commerce and Industry and local businesses.

Alexander Yastrib explained that one of the main goals of creating the Centre is to provide access to tendering for small and medium businesses through Federal Law 44. The Centre will be implemented with the principle of the "one-stop shop" where the Bank of Moscow and the Unified Electronic Trading Facility will be providing the full spectrum of services necessary for businesses to participate in the tendering process as part of the law soon to be in effect as well as Federal Law № 223-FZ.

Oleg Demchenko offered welcoming remarks to participants of the round table discussion and representatives from the Bank. "We have already gained positive experience from working together, we have gathered together several times and have laid down certain groundwork for our co-operation. Meanwhile, beginning in January 1, we will have a lot of work to do with regards to Federal Law 44, and I believe that we should put forth our best efforts that will yield their results," noted the Deputy Chairman of the Perm Krai Administration.

Representatives from the Perm Krai Administration touched on the subject of forged bank guarantees, whose share in the total number of guarantees is very alarming and has long become a problem for the local authorities. Alexander Yastrib noted, in turn, that this problem is prevalent not just in the Perm Krai and offered a reminder that the special Registry of Bank Guarantees service has already been launched by the Bank of Moscow in partnership with the Unified Electronic Trading Facility. This service has made it possible to substantially decrease the number of forged bank guarantees that are being provided to state clients or public institutions. The Registry is free for guarantor banks, suppliers and government clients.

"We are examining Perm as an interesting region for banking as well. Perm has a rather large budget for government contracts, the region is developing," summarized Alexander Yastrib. "This this why we have decided that the Centre will not be operating in an area where everything is already well-established, but will instead be in a location that requires assistance and that needs the involvement of small and medium businesses in the entire process surrounding government contracts."
