OREANDA-NEWS. December 13, 2013. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Ural Department for State Road Transport Control of the Federal Transport Control Service (Rostransnadzor) upon signs of violating the Federal Law “On Protection of Competition” (Part 3 Article 15).

FAS suspects that the Regional Department of Rostransnadzor unlawfully assigned upon “Yamal-Infotex” the functions for testing whether GLONASS-based subscriber telematic terminals for transport tracking comply with the standards.

“The problem of non-compliance of the authorities with Article 15 of the Federal Law “On Protection of Competition” is very severe. It is necessary to fully eliminate the practice of unlawfully assigning the power of the state bodies to economic entities, such actions can hurt not only the interests of competition development by directly the population”, pointed out Deputy Head of FAS Alexei Dotsenko.

Under Clause 5 of No.20 Order of the Ministry of Transport of the Russian Federation “On Approving the Procedures for Equipping Operating Means of Transport, Including Special Transport Means, M Category, Used for Commercial Passenger Transportation, and N Category, Used for Transportation of Dangerous Goods, with GLONASS or GLONASS/ GPS Satellite Navigation Equipment”, the function for testing hardware-software device to determine the current location and parameters of movements of the means of transport, cooperation with the Automated Control Centre of the Federal Transport Control Service (subscriber telematic terminal) is assigned to regional departments of the Federal Transport Control Service.
