OREANDA-NEWS. December 18, 2013. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Federal Agency for Supplying Weaponry, Military and Special Equipment, Materiel (Rosoboronpostavka) upon signs of actions that resulted in restricting participation in an auction (in breach of Part 2 Article 17 of the Law “On Protection of Competition”).

The case and the antimonopoly investigation were initiated upon a petition of “Novosibirsk Cartridge Plant” CJSC.

In the course of the investigation, FAS established that in a closed auction for supplying ammunition for the needs of power-wielding agencies, Rosoboronpostavka formed an extended lot, which prevented participation of certain potential executors, in particular, “Novosibirsk Cartridge Plant” CJSC.

FAS believes that in an auction lot Rosoboronpostavka failed to take into consideration technical and production capabilities of the majority of the affected market that ultimately resulted in restricting access to the auction and restring competition during the auction.

The case will be considered in Q1 2014.
