OREANDA-NEWS. The Agreement on Cooperation to support the development of state purchases in Perm region within the framework of a presentation on economic, industrial and investment perspectives of the region was signed on December 17 in Moscow. The Agreement was signed by: Governor of Perm region Victor Basargin, President of the Chamber of Commerce and Industry of the Russian Federation (RF Chamber of Commerce and Industry) Sergey Katyrin, President-Chairman of the Board of the Bank of Moscow Mikhail Kuzovlev, President of Perm Chamber of Commerce and Industry Marat Bimatov and General Director of the United Electronic Trading Facility (UETF) Anton Emelianov.

The Agreement provides for that the signatories will foster establishing more close contacts between the participants of state purchases, including enterprises of small and medium business. In particular, the Agreement provides for using the resources of the Chambers of Commerce and Industry "for an effective realisation of purchases and carrying out expert examination provided for by Federal Law #44-FZ". As the main form of cooperation the Agreement names establishing the Centre of purchase development based on the RF Chamber of Commerce and Industry, the Bank of Moscow, Perm Chamber of Commerce and Industry and UETF. The Centre will be also in charge of improving procedures for carrying out non-state (independent) expert examinations to control the reasonableness of start prices of contracts, and it will take care of public monitoring of compliance with the legislation on state purchases in Perm region.

"The present Agreement means a further step in the relationship between the Bank of Moscow and Perm region", stated Mikhail Kuzovlev, President-Chairman of the Board of the Bank of Moscow, during the signing ceremony. "Establishing such a Centre which is controlled by five Parties at the same time will give an efficient start to the operation of a system of state purchases in the region".
