OREANDA-NEWS. December 23, 2013. The Head of the Department of the Federal Antimonopoly Service (FAS Russia) Vitaly Korolyov addressed the V International Energy Forum - “Innovations. Infrastructure. Security”.

The event was organized with support of the Chamber of Commerce and Industry of the Russian Federation, the Ministry of Energy of the Russian Federation, the State Duma of the Federal Assembly, Russian Academy of Sciences and Strategic Initiatives Agency.

At a special section Vitaly Korolyov made a presentation on priority areas of the work of the antimonopoly authority in improvement the investment climate in the electric power industry. He also summarized the current achievements and plans of FAS on implementing the Road Map for improving availability of electric power infrastructure.

“For every new business it is important to get an access to electric power infrastructure as quick and cheap as possible, with the best possible quality. Recent regulatory acts enable to considerably change the situation with availability of electric power infrastructure in Russia for the better. Regulations and reduction of the number of procedures as part of connection to electric power networks, decreasing the fee and establishing eligible categories of customers for technological connections enables smaller and medium business to obtain a higher quality services within shorter periods.

As a result, Russia has the 117th position in Doing Business ranking under the section on availability of connection to electric power networks, from the 183rd position. The authors of the ranking established that the connection period reduced from 281 to 162 days and the costs of connection - from USD163,668 to USD 37,307. We are not complacent, and together with the colleagues from other authorities we continue these efforts and create the conditions for further improvement of the investment climate in the Russian Federation”, pointed out Vitaly Korolyov.
