OREANDA-NEWS. December 25, 2013. Representatives of the Federal Antimonopoly Service (FAS Russia) and Non-Profit Partnership for Competition Support held a joint meeting. The key speakers were the Head of FAS Igor Artemiev, the Head of FAS Department Sergey Puzyrevsky, and the Head of FAS Analytical Department, Alexei Sushkevich.

The meeting summed up the results of 2013, and drew up a cooperation plan between the Antimonopoly Service Non-Profit Partnership for Competition Support for 2014.

The dialogue focused on the current proposals towards developing the antimonopoly law, the practice of working with analytical reports of the antimonopoly authority, and the efforts of working groups. In particular, participants discussed the issues of extending the validity period and correcting general exclusions in the Federal Law “On Protection of Competition” for vertical agreements.

One of the main issues was FAS report on drafting changes to the Federal Law “On Protection of Competition”.

Igor Artemiev stated that all norms included in the amendments to the Law “On Protection of Competition” drafted by FAS, are designed, first of all, to liberalize the law and constitute a “turn” towards business, and the Antimonopoly Service gradually become a body of preventative control.

Members of Non-Profit Partnership for Competition Support pointed out that since2005 an interest towards antimonopoly regulation had increased considerably.

Participants also discussed joint efforts on issuing a collection of comments to the Federal Law “On Protection of Competition”.

At the end of the meeting there was a presentation of the second edition of “Competition Law” textbook edited by Igor Artemiev, Sergey Puzyrevsky and Alexei Sushkevich.
