OREANDA-NEWS. December 26, 2013. Since the beginning of 2013, the Agency for Interventions and Payments in Agriculture (AIPA) answered 3,900 applications of farmers for subsidies amounting to a total of MDL 454.03 million. In total, AIPA accepted over 4,000 applications for subventions at an amount of MDL 502.98 million.

As far as an amount of applications that have been received before October 31 exceeded an amount of the funds available, starting November 1 and in line with the regulations, the Agency have applied the coefficient of 0.84 to subsidies paid to beneficiaries. The biggest amount of subsidies was paid to purchase farming machines, anti-hail and irrigation equipment: 1,799 beneficiaries were subsidized with MDL 141.8 million.

These funds were spent to partially compensate the purchase of 815 tractors, 89 combines, 352 sprinklers, etc. The Agency authorized applications filed by 138 farmers for a total of MDL 69.8 million for compensation of post- harvesting costs (49 refrigerators, 19 elevators, 12 systems of primary processing of fruit, etc). To encourage investment in plantations of perennials, the Agency subsidized 429 farmers with MDL 56.9 million. 218 vine-growers were allotted MDL 30.7 million to plant vineyards; 3 farmers were given MDL 0.9 million to install anti-hail systems.

To insure agricultural risks, MDL 41.2 million were allocated. To encourage lending, financial agencies of Moldova partially compensated the interest rate of a total of MDL 39.3 million to 998 farmers. The total amount of subsidized credits included the share of 52% of Moldova-Agroindbank, the share of 14% of Procreditbank, the share of 13% of Moldindconbank, the share of 6% of FinComBank.

 The share of other financial institutions made up 15%. About 27.7% of subsidized credits were taken to buy farming machines, 24.6% to buy seeds, 18.5% were spent on lubricants, combustibles and fuel; 17.9% were spent on mineral and organic fertilizers, etc. Farmers that invested in technological modernization of livestock farms were compensated MDL 27.2 million. 50 cattle-breeders that bought pedigree cattle were allotted to MDL 29.2 million. Vegetable growers were subsidized with MDL 14.4 million to build 132 green houses at a total floor space of 73.75 hectares.

 The agricultural irrigation was allotted to MDL 2.1 million (41 applications), consolidation of agricultural lands being assigned for MDL 50,000 (6 applications). Most applications were filed by farmers of the regions of Cahul, Edinet and Briceani.
