'Expert RA' analysts highlight the strong competitive positions in the Kaliningrad Region, high capital adequacy, and low concentration of active transactions on major credit risk items as the key factors having a positive impact on the Bank rating. A good balance of assets and liabilities, by their maturities, in the short- and long-terms and a sufficiently diversified resource base by sources are also positive for the rating. The high securities portfolio quality, access to additional liquidity sources and high information transparency continue supporting the rating.

Low business profitability still pressurizes the rating: RAS RoE stood at less than 10% in annual terms for 9 months 2013. The extremely high concentration of raised funds on the narrow group of lenders and on the super-short funding sources is typical of 'Energotransbank', which is due to the prevalence of corporate settlement accounts in the resource base. The analysts also highlight the steadily high share of doubtful debts.
