OREANDA-NEWS. January 14, 2014. Upon an initiative of “Business Russia” National Non-Governmental Organization, the Federal Antimonopoly Service (FAS Russia) formed the Working Group for devising and implementing the “Road Map” for “Developing Competition and Improving the Antimonopoly Policy in Security Guard Services”.

FAS repeatedly emphasized the importance of integrated evaluation of the current law in order to develop a clear system for delineating the powers of bodies and organizations involved in state, departmental and private security services. On the one hand, it is necessary to provide security of especially dangerous facilities; on the other – to observe the rights and interests of economic entities and protect competition on the market of security guard services.

The following entities have confirmed their participation in the Working Group: the Ministry of Interior, the Ministry of Industry and Trade, the Ministry of Emergencies, the Federal Security Guard Service, the Ministry of Transport, the Ministry of Finances, the Ministry of Communications, the Ministry of Defence, the Ministry of Agriculture, the Special Construction Federal Agency (Spetsstroi Russia), the Federal Agency on State Reserves (Rosrezerv), “Okhrana” Federal State Unitary Enterprise of the Ministry of Interior, “Rosatom Departmental Security Service” Federal State Unitary Enterprise, “Departmental Security Service of the Ministry of Finances” Federal State-Funded Institution, “Departmental Security Service” of the Ministry of Energy” Federal State Unitary Enterprise, “Okhrana” Research-and-Development Centre” Federal State Unitary Enterprise, the “Administration of Departmental Security Service” of the Ministry of Transport” Federal State Unitary Enterprise, “Departmental Security Service of Railway Transport in the Russian Federation” Federal State Enterprise, “Departmental Security Service” of the Ministry of Agriculture” Federal State Unitary Enterprise, the Chamber of Commerce and Industry of the Russian Federation, the “League of Entrepreneurs and Heads of Security Companies” Regional Non-Governmental Organization, “Okhrana” Professional Association of Partners in Private Security Guard Activities” Non-Profit Partnership, “Delta” Ltd., “SIBUR Holding” OJSC and “Lukoil” OJSC.

The first session of the Working Group shall take place at the end of 2014. Details on the date, place and time of the sessions of the Working Group will be published on the official web-site of FAS Russia.
