OREANDA-NEWS. January 24, 2014. The World Bank’s Competitiveness Enhancement Project II (PAC II) will continue more successful components of the first project, such as: the co-financing of the implementation of the quality management systems by companies, implementation of the business plans, market studies and marketing strategies, as well as the financing of export companies.

In the context, Deputy Prime Minister, Economics Minister Valeriu Lazar and Team Leader for the World Bank's private sector development in Moldova Melissa Rekas set the PAC II project’s components and principles at a meeting. The negotiations on the new project shall be launched in May 2014, the Economics Ministry’s information and media communication service has reported.

Valeriu Lazar said that Moldova’s economy was to pass through deep transformational processes once it accessed to the Deep and Comprehensive Free Trade Area with the European Union. That is why the local enterprises will need multilateral support in business planning, restructuring and internationalisation of strategies. Thus, the Economics Ministry wants to facilitate the access of the companies to the European funds, and when these will become accessible, to continue to improve the infrastructure of the quality, especially from the point of view of export of the agro-food products to the EU market, and promote the implementation of innovations and technological transfer at the level of enterprises.

Lazar said that the Economics Ministry worked out a strategic vision over these processes, included in the Road Map for the competitiveness’ enhancement, the Regulatory Reform Strategy, Innovation Strategy of Moldova and other documents, and PAC II is to back the implementation of these strategies.

Lazar also stressed the importance of the efficient regulations for the business environment’s quality, an efficient filter in this respect is the working group of the State Commission for Entrepreneurial Activity Regulation. Lazar asked for the World Bank’s support in carrying out the activity of the working group, which weekly met to consider the analyses of the impact of regulation of the draft legislative and normative acts. „The activity of this group is highly appreciated by the business environment and we insist on that the analysis of the impact over this environment to be made for all normative documents, including in the fiscal and customs sectors, as well as for the MPs’ legislative initiatives,” Lazar said.

Another aspect of the future project regards the assistance in elaborating methodologies based on risk in carrying out the state control over the economic agents’ activity.

Lazar said that the World Bank’s technical assistance had to be provided in line with the “more for more” principle, so that the most reforming and open institutions towards the business environment to benefit from increased assistance.
