OREANDA-NEWS. January 27, 2014. The Ministry of Justice of the Russian Federation registered No. 770/13 Order of the Federal Antimonopoly Service (FAS Russia) “On Introducing Changes to the Forms, Timeframe and Frequency of Information Disclosure by the Holders of Natural Monopolies Providing Services for Transporting Oil and Oil Products via Main Pipelines as well as the Rules for Filling in the Forms Approved by No. 40 FAS Order of 28.01.2011” of 13th November 2013.

FAS drafted the Order jointly with the Ministry of Energy, the Federal Tariff Service, “Transneft” AK” OJSC and oil companies to execute instructions issued by the President of the Russian Federation Vladimir Putin. The Order is aimed at improving transparency of information disclosure by the holders of natural monopolies rendering services for transporting oil and oil products via main pipelines.

In particular, the Order introduces the following changes:

ѓ{ Clarifications in Section 2 of No.1 Form “Information about General Throughput Capacity of the Main Pipeline”, No. 1 Appendix of No.770/13 Order by adding specific areas of oil transportation under free throughput capacity

ѓ{ Notes to Section 2 of No.1 Form “Designed Throughput Capacity, Tons” Section 2 “Information about General Throughput Capacity of the Main Pipeline” No. 1 Appendix of No.770/13 Order on information protection, as well as on corrections with the changes of throughput capacity of the main pipeline in normal traffic flow

ѓ{ Changed the information disclosure period under Section 2 of No.1 Form “Information about General Throughput Capacity of the Main Pipeline” No. 2 Appendix to the Order.
