OREANDA-NEWS. January 28, 2014. The Ministry of Industry and New Technologies has drafted a bill allowing prohibit and suspend explotation of power generation facilities that threaten the lives and health of people.

 This was announced by the Deputy Minister of Industry and New Technologies Bakhytzhan Zhaksaliyev during the presentation of the bill "On amendments to some legislative acts of Kazakhstan on the issues of control and supervision over the work of electric power facilities" in the Majilis.

"The dill was drawn up by the Ministry in response to the request of the Head of State as of January 28, 2011 and is aimed to improve the state technical supervision and control system, as well as to regulate a number of other pressing issues in the electricity sector," B. Zhaksaliev said.
According to him, the bill consists of two articles. The first contains regulations of amendments to the laws "On Electric Power Industry", "On State Control and Supervision in the Republic of Kazakhstan", as well as to the Code on Administrative Violations and Code of Civil Procedure of the Republic of Kazakhstan.

The second article provides for enactment of a law procedure.
Vice Minister noted that it is proposed to add a new subparagraph 18 to Annex 2 of the Law "On State Control and Supervision in the Republic of Kazakhstan", and to add a regulation on realization of state power supervision to the Law "On Electric Power Industry". According to B. Zhaksaliyev, existing monitoring function is not effective as implementation regulation issued on inspection result is provided administrative fine.

The monitoring function allows to take efficient measures in case of accident threat, danger to life and health. The ban or suspension of electrical equipment use endangering people's life and health for the period fault repairing are in the first place. In addition, it is suggested to introduce a regulation on the organization and procedure of examinatios, a regulation on compliance with the requirements for operation, technical state of electrical equipment, electrical stations, Unified Energy System of the Republic of Kazakhstan, electrical network of more than 0.4 kilovolt, highway heat networks and boilers with a capacity of more than 100 Gcal, for control and supervision that are not subject to the regulations of Chapter 2 of the Law "On State Control and Supervision" to the Law "On Electric Power Industry".
