OREANDA-NEWS. At the meeting held in late 2013, a commission of the Russian Ministry of Energy approved a plan for providing heat supply to Irkutsk. The document is strategically important for the city as it outlines key areas of its development taking into account the need to provide utility infrastructure for facilities and residential complexes under construction. The plan is to be implemented by 2027 and will be updated annually.

EuroSibEnergo Group is the general developer of the plan for providing heat supply (the relevant work will be performed by LLC IrkutskEnergoProekt, a subsidiary of LLC EuroSibEnergo-Engineering). The document stipulates construction of large heating mains, which will make it possible to improve the reliability of the heat supply system of Irkutsk and decommission a number of boiler houses which have become worn out and outdated. In this connection, a program has been developed which comprises priority measures for upgrading and repairing existing heating mains and heat distribution networks. Besides, issues related to connecting new consumers to heat generating facilities have been considered; a framework has been established for calculating the amount payable for connecting newly constructed facilities to the heat supply system. Thus, the pricing of housing will become more transparent.

Besides, decommissioning of old boiler houses will considerably improve the environment.”
