OREANDA-NEWS. January 30, 2014. The Federal Antimonopoly Service (FAS Russia) held the final meeting, chaired by Deputy Head of FAS, Andrey Tsyganov, on executing the Action Plan (“the Road Map”) for “Developing Competition and Improving the Antimonopoly Policy” in 2013.

15 federal executive bodies attended the meeting – responsible executors of the “Road Map”, and “Strategic Initiative Agency for Promoting New Projects” (ASI) Autonomous Non-Profit Organization.

At the beginning of the meeting, Andrey Tsyganov stated that in 2014 FAS would continue efforts to coordinate actions of responsible executives and co-executives of the Action Plan.

“At the moment, 24 out of 80 measures of the Road Map are already executed and 28 are being executed. In October 2013 more than half of the Road Map measures were not executed. Thanks to the positive trend developed by the end of the year, today the figure is around 30%”, pointed out Deputy Head of FAS.

Apart from summing up 2013 results, participants also determined the work plan for 2014:

- Introducing the best practices for developing competition in the constituent territories of the Russian Federation

- Reducing the state sector in the economy

- Developing competition in the infrastructure sectors including natural monopolies

- Developing competition in procurement

- Simplifying antimonopoly regulation of businesses

- Increasing the level of consumer rights protection

- Creating the mechanism of implementing the “Road Map” for developing competition

- Implementing sectoral measures towards development competition (on the markets of medicines, medical services, air transportation, communications services, pre-school services, and oil products).

On 4th February, at the Working Group of the Economic Council at the President of the Russian Federation on “National Entrepreneurial Initiative”, Andrey Tsyganov, will report about executing the Road Map for “Developing Competition and Improving the Antimonopoly Policy”.

The Road Map for “Developing Competition and Improving the Antimonopoly Policy” is the Action Plan devised under the framework of the national entrepreneurial initiative. It establishes the principle of work towards developing competition in the Russian Federation and provides for compiling a list of priority sectors as well as implementing system-wide measures on a regular basis.

On 17th August 2013, by an order of the Government of the Russian Federation, FAS was appointed the chief coordinator of the efforts of responsible executors and co-executors of the “Road Map” measures.
