OREANDA-NEWS. March 17, 2014. The Federal Antimonopoly Service (FAS Russia) initiated a case against “Mosgortrans” State Unitary Enterprise upon signs of eliminating the antimonopoly law.

FAS received petitions from “Prodmashrums” Ltd. and “Minsk Automobile Plant” OJSC that “Mosgortrans” drafted the auction documentation in favour of a particular supplier – “LiAZ” Ltd.

According to the information available to FAS, “Mosgortrans” included in the auction documentation several technical requirements to the buses of large and especially large capacity that could not affect their qualitative operational characteristics, but restricted the number of auction bidders.

In the opinion of the antimonopoly body, actions of “Mosgortrans” have elements of restricting competition on the Russian market of buses of large and especially large capacity by creating advantageous conditions for “LiAZ” Ltd. bidding at the auction.

Article 17 of the Federal Law “On Protection of Competition” prohibits creating advantageous conditions for a bidder if such actions can lead to preventing, restricting for eliminating competition.
