OREANDA-NEWS. March 18, 2014. At an extended Collegium of the Federal Antimonopoly Service (FAS Russia), a Member of Collegium (Minister) for competition and antimonopoly regulation, Nurlan Aldabergenov gave a report about “Anitmonopoly Regulation within the Common Economic Space”.

Participants of the FAS Collegium included First Deputy Prime-Minister of the Russian Federation, Igor Shuvalov; Deputy Chairman of the Government Commission on Competition and Developing Small and Medium Business, the Chairman of the Supervisory Board of “OPORA RUSSIA”, Sergey Borisov; First Deputy Prosecutor General of the Russian Federation, Alexander Bouksman; the Commissioner for the President of the Russian Federation for protecting the rights of entrepreneurs, Boris Titov; etc.

Nurlan Aldabergenov highlighted the issues of control over compliance with the uniform competition rules on the markets of the Common Economic Space and informed participants about the Model Law “On Competition” adopted by the Presidents of three countries – Belarus, Kazakhstan and Russia. Nurlan Aldabergenov paid special attention to the norms of the law on antimonopoly requirements to tenders and control of state participation in entrepreneurial activity, emphasizing the importance of the institutions of “warnings” and “admonitions”.

A Member of Collegium (Minister) for competition and antimonopoly regulation also informed participants about cooperation between the Eurasian Economic Commission and the antimonopoly bodies of the member-states of the Customs Union and the Common Economic Space, and about the current work of the Commission on antimonopoly regulation on the markets of cellular communications, railway and air transportation.

Также Nurlan Aldabergenov reported about the course of work on a draft Treaty on the Eurasian Economic Union, adopting which shall facilitate developing common markets and harmonizing the law, particularly, in terms of competition rules and regulating state and municipal procurement as well as joint efforts of the Eurasian Economic Commission and the national antimonopoly bodies on the issues of unfair competition.

In conclusion, Nurlan Aldabergenov pointed out that competition characterizes the level of the social development culture: “It is equality and justice. Competition policy must be oriented towards all layers of society and the more competition is developed, the richer our countries will be”.
