OREANDA-NEWS. March 26, 2014. Deputy Head of the Federal Antimonopoly Service (FAS Russia), Andrey Tsyganov, took part in the Round Table on “Optimizing Regulative Norms” at 2014 World Entrepreneurship Congress.

Foreign and Russian Experts on government regulation discussed the methods of improving legislation, supporting and developing entrepreneurship, and the global experience in creating legal business structures that are attractive for investors.

According to Andrey Tsyganov, Russian antimonopoly law complies with the best world practices.

FAS is a member of the Steering Committee of the International Competition Network (ICN); in 2012 and 2013 Russia scored at the 17th position with the “good” grade in the performance rating of competition authorities; and in July 2013 the Organization for Economic Cooperation and Development (OECD) recognized that Russia complies with OECD standards in the field of competition protection.

“Competition rules have been in place in Russia for over 20 years, the antimonopoly law in Russia is being actively developed in line with the global experience”, emphasized Deputy Head of FAS Russia.

Discussing business support measures, Andrey Tsyganov stated that one of the main objectives of the Antimonopoly Service is to ensure equal access to the means of state support for the most number of representatives of business and entrepreneurs.

Answering questions from the Conference participants, Andrey Tsyganov pointed out that improving the antimonopoly law and a correct assessment of its efficiency are impossible without a broad public discussion.

“An open dialogue between the authorities and business will inevitably enhance the quality of the law and increase the level of competition”, explained Deputy Head of FAS Russia.
