OREANDA-NEWS. March 28, 2014. A delegation of the Federal Antimonopoly Service (FAS Russia) took part in a meeting on “Increasing Availability of Railway Transportation” in Samara.

The meeting was organized by Kuibyshev Railway - a branch of “Russian Railways” OJSC and a Non-Profit Partnership of Railway Rolling Stock Operators.

The meeting was opened by Deputy Head of FAS, Anatoly Golomolzin, outlining the major vector of the meeting: problems of the railway sector and the ways of increasing efficiency of railway freight transport.

Deputy Head of FAS Railway Transport Unit, of the Department for Control over Transport and Communications, Evgeny Reutov, made a report about “Commercial Infrastructure of the Market of Railway Freight Transportation – an Efficient Mechanism of Railway Sector Co-Regulation”. In addition, Deputy Head of FAS Department for Control over Transport and Communications, Natalia Yakovenko, discussed the planned changes to the information disclosure standards by the holders of natural monopolies in railway transport. “All measures proposed by FAS will facilitate an increased transparency of the processes in the railway transport, development of competition and increasing the quality of transport services in railway freight transportation”, emphasized Natalia Yakovenko.

Participants pointed out that increasing transparency of the work of the holders of natural monopolies in railway transport is an essential condition and foundation for building up and maintaining commercial infrastructure of the market of railway freight transportation. Participants of transportation activities and FAS Russia repeatedly made statements on such importance.

Representatives of Kuibyshev Railway (a branch of “Russian Railways” OJSC) stated that interactive systems developed by the Railway can be incorporated in the Commercial Infrastructure of the market of railway freight transportation, which is being devised by FAS.

“There are several issues in the railway sector: a desire of “Russian Railways” OJSC to apply the Common Network Transportation Technologies in the part of scheduling, and concluding contracts for extending delivery terms, “local control” over registering applications for freight transportation and other difficulties in cooperation between “Russian Railways” OJSC with participants of the railway transportation market. I’m glad to hear that “Russian Railways” OJSC, in the person of Kuibyshev Railway, intends to meet the customer needs, discuss and resolve the problems of market participants, and make arrangements. The meeting in Samara is an important step for cooperation between FAS Russia and “Russian Railways” OJSC”, summed up Anatoly Golomolzin.
