OREANDA-NEWS. April 03, 2014. Under the chairmanship of the Prime Minister Serik Akhmetov approaches to modernization of heating networks for 2014 - 2020 years have been considered and approved in a selector mode at the Government.

At the beginning of the meeting Prime Minister expressed his condolences to the families of the victims of Kokpekty storage dam washout in the Karaganda Region on March 31.

As S. Akhmetov said, to study the causes of this incident an inter-agency committee headed by the Minister of Emergency Situations V. Bozhko has been created by cabinet decision on behalf of the Head of State.

The Minister of Emergency Situations V. Bozhko reported on the situation in the country in whole and this specific case and said that there was issued a warning, evacuation of villagers, rescue operation was conducted taking into account the reservoir overflow.

MEWR Minister N. Kapparov, Akim of Karaganda Region B. Abdishev, of Akmola Region G. Aytmukhametov, of Aktobe Region A. Mukhambetov also reported on ensuring the safe passage of flood water through hydraulic structures, readiness to flood situation.

Prime Minister, having Akimats of all levels focused at flood situation, instructed MES and Akimat of the Karaganda Region to ensure the elimination of the consequences of dam washout and provide the necessary assistance to the victims.

MEWR is tasked to establish a permanent monitoring of the state of hydraulic facilities considering melt water and promptly inform the MES.

Regional Akims, and those of Almaty and Astana must take extra measures to ensure the protection of settlements, life support systems, strengthening discharge and hydraulic facilities, and to continue explanatory works to the public on how to behave in case of flooding and evacuation.

Coordination of work on elimination of the consequences in Kokpekty and daily monitoring of the flood situation in the whole country has been assigned to the First Deputy Prime Minister B. Sagintayev.

According to the agenda of the meeting, Minister of Economic Development and Budget Planning Yerbolat Dossayev presented a draft resolution of the Government to implement the Law on Amendments and Additions to the republican budget for 2014 - 2016 years signed by the Head of State.

"The document is aimed at implementing the President's instructions, to balance the budget," Y. Dossayev said and noted that "the draft Regulation is formed in accordance with the Budget Code, includes changes in inventories of priority republican budget investments and government missions for 2014".

The minister added that the document contains a list of priority republican budget investments aimed at the implementation of critical and demanding speedy implementation of tasks included in the draft updated republican budget with suspensive conditions totaling 33.4 billion tenge".

Head of the Agency for Regulation of Natural Monopolies Murat Ospanov who presented a plan for the modernization of heating networks noted that its implementation will improve the stability and reliability of heat supply systems.

In particular, it is expected that by 2020 the deterioration will be decreased by 15% and to be 55.5% by 2020, and the loss of the basic entities to decrease from 22.4% to 18.4%. According to M. Ospanov, "these indicators play the role of key performance indicators. Not only the results of the Plan will be evaluatedwith the use of them, but also monitoring the implementation of the strategic objectives, the efficiency of heating systems and state of the industry as a whole".

As the head of the Agency on Regulation of Natural Monopolies (ARNM) noted the primary indicator is to reduce losses, the qualitative improvement of the thermal networks.

Minister of Regional Development B. Zhamishev spoke in this matter and Akims of the Almaty Region A. Musakhanov, of the Aktobe Region A. Mukhambetov, of Almaty City - A. Esimov, of the Atyrau Region - B. Izmukhamedov did also.

Summarizing the discussion, the Head of Government noted the need for "full financial support, completing technical inspection of the regions, development and validation of investment." "These last two documents should be the basis of an integrated plan for future modernization and reconstruction of heating networks of Kazakhstan," S. Akhmetov said.

He also instructed ARNM, together with Regional Development Ministry and Akimats of the regions and cities of Astana and Almaty, to work out measures for modernization of heating networks and to inform the Government until June 1 of the current year.

Ministry of Regional Development in conjunction with the ARNM, interested public organs and Akimats of the regions are to work on amendments to the Action Plan for the Implementation of modernization of housing and communal services and to introduce a relevant draft resolution to the Government until July 1 of the current year.
