OREANDA-NEWS. April 04, 2014. The Ministry of Transport executed a determination of the Federal Antimonopoly Service (FAS Russia) to eliminate violations of the antimonopoly law by issuing the Order “On Approving the Procedures for Equipping Means of Transport with Tachographs”, establishing the procedures and stages of equipping means of transport of relevant categories and types with tachographs.

Under the new Procedures, the means of transport, categories M2, M3, N2 and N3, equipped by 1st March 2014 with tachographs that comply with the European Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport (ЕСТР), as well as with tachographs that comply with the Technical Regulations on wheeled vehicles safety, can operate freely until 1st January 2018.

The new Order of the Ministry of Transport provides for a four-year period of transition, which would enable the market participants to adapt to the new conditions of functioning, and would create favourable conditions for developing competition, minimizing the costs for business.

The Ministry of Transport committed a violation by issuing the Order “On approving requirements to tachographs installed on the means of transport, categories and types of the means of transport equipped with tachographs, rules of use, servicing and control of the work of tachographs, installed on means of transport”. The Order contained excessive requirements to tachographs that could have resulted in restricting competition.

“Executing the FAS determination will have a positive impact upon market performance and create conditions for normal adaptation of market participants to the new requirements. However, efficient development of tachography in Russia requires approximating the norms of Russian and European laws. It will allow minimizing the costs of system functioning, for both business and the state”, pointed out Stats-Secretary, Deputy Head of FAS, Andrey Tsarikovskiy.
