OREANDA-NEWS. April 11, 2014. All claims and proposals from entrepreneurs and business associations are taken into account under developing the draft law "On permissions and notifications" and related amendments, the Minister of Regional Development of the Republic of Kazakhstan Bolat Zhamishev reported at the presentation of the bill in the Majilis.

"We have approached the regulatory system quite critically and were guided by opinion of entrepreneurs, representatives of business associations who pointed to problems in the licensing system. Now all the shortcomings are need to be addressed," B.Zhamishev said.

The principal novelty of the bill is the separation of public organs into forming the regulatory policy in a particular area and implementing it. And forming state authorities, in accordance with the rules approved by the Government, will have to analyze the impact of regulatory permits for business activities.

The draft law also introduces the concept of "permission"; prescribes a comprehensive list of permits; mandatory Regulatory Impact Analysis under introducing new permits; permits categorization by risk level of the regulated object and the classification with establishment of model approaches.
