OREANDA-NEWS.  May 08, 2014. The Government of the Russian Federation passed No.381 Decree “On Introducing Changes to Information Disclosure Standards for Participants of Wholesale and Retail Electric Power Markets”.

The Decree was devised by the Federal Antimonopoly Service (FAS Russia) to execute the decision of the Government Commission on Developing Electric Power Industry.

The Decree is aimed at increasing transparency of participants of wholesale and retail electric power markets and actions of the “Market Council” Non-Profit Partnership and organizations in commercial and technological infrastructure of the wholesale market of electric power (capacity).

Currently information disclosure by participants of wholesale and retail electric power markets in accordance with the Information Disclosure Standards takes place in free format.

According to the Decree, the forms for information disclosure by participants of wholesale and retail electric power markets will be approved within three months.

Thus, changes introduced by the Decree to the Information Disclosure Standards unify the methods and forms of information disclosure by participants of wholesale and retail electric power markets.

“The work on the Decree was long and required multilateral coordination with federal executive bodies, organizations in commercial and technological infrastructure of the wholesale market of electric power. The result of our work is adopting the document that will enable the antimonopoly authority to more efficiently execute the state function for control over compliance of participants of wholesale and retail electric power markets with the Information Disclosure.
